General procedure for Certificates of Competency, Seaman’s Books, Certificates of Proficiency & Certificates of Course Endorsement:

Dear partners:
We are pleased to assist you during the process of seafarer’s application to obtain Panama full terms endorsements.
Below, please finds a general guideline for your perusal, if you have further queries, please do not hesitate to contact us.

REQUEST PROCEDURE:

  1. Formal Email request: Subject shall contain the seafarers name and requested rang/grade/position.
  2. The technical or support documentation required shall be attached in separate files and in PDF format max. 2MB.
  3. Photo and Signature separate in JPG format.
  4. Please provide as well:
    • Company or Vessel billing address.
    • Shipping Address and International Courier Accounts (DHL, FEDEX, TNT etc.).
    • NO Courier account, we will hand you and invoice with the shipping fees
      Gratis shipping within the German region.
  5. You will receive our formal Invoice, after confirmation of no technical documents are missing and the same presented comply with the established regulations.
  6. After payment confirmation from our accounting department, you will receive the Electronic- Processing Certificate (CRA valid for three months). The CRA allows seamen to navigate while Full-Term has been received.
  7. And the Full-Term, once approved by the PMA technical, will be shipped in accordance with the instructions within two to six (2 to 4) weeks after the application date.

REQUIREMENTS FOR OFFICERS (MANAGEMENT LEVEL)

  1. One (1) color photography, 4 x 4 cm (Upright and centered position, not head covering, ears would be visible, no wear glasses or striking accessories, white background, turbans only under religion´s grounds, recently taken (no older than six (6) months in JPG Format).
  2. Signature (Black Ink and white background) JPG Format.
  3. Copy of valid passport in case of foreigners’ seafarers, or valid identity card for Panamanians.
  4. Valid Medical Certificate according to: Regulation I/9 of the STCW’78, as amended, and to MLC 2006. (Fit for duties). MLC-Medical-Certificate-Form click here. Medicals for specific nationalities please see click here.
  5. Certificate of Competence issued (under Regulation I/10 of the Convention STCW’78, as amended) by any State Party of the 1978 STCW Convention, as amended and not restricted by Panama Maritime Authority (PMA.)
  6. COC Verification.
  7. IMO 3.26 – Security Training for Seafarers with Designated Security Duties or,
  8. IMO 3.19– Ship Security Office (Must be endorsed by Panama’s administration).

PREVIOUS DOCUMENTARY EVALUATION (PDE) SPECIFIC NATIONALITIES

A previous documentary evaluation is required to apply for a Panama flagged license for RATING personnel, nationals from:

  • the Republic of India
  • the Republic of Philippines
  • the Republic of Myanmar
  • the Socialist Republic of Vietnam
  • the Republic of Indonesia.

Kindly request direct to our offices conpanamahamburgo@mire.gob.pa the updated list of maritime training centers per region, authorize to carry out and issued the previous documentary evaluation certificate (PDE).
The previous documentary evaluation certificate (PDE) must be endorsed by the Panama Maritime Authority.

Recognition of medical practitioners abroad by the Panama Maritime Authority (PMA).
Regarding article fourteen of Resolution No. ADM-178-2020, that states that only medicals certificates issued through an external provider of online database software for issuing and verifying medical certificates of seafarers authorized by the PMA, will be accepted.
A medical certificate from PMA authorized by an external online database is compulsory software for Seafarer’s nationals from:

  • the Republic of India
  • the Republic of Philippines
  • the Republic of Myanmar
  • the Socialist Republic of Vietnam
  • the Republic of Indonesia and
  • the Republic of South Korea

SPECIAL INFORMATION

It is compulsory that all tankers certificates for officer’s seafarers must be issued by a recognized administration, and a verification shall be as well provided.

CIRCULAR No. DGGM-002

  1. We kindly communicate to all user of Panama Ship registry, the restrictive measures of the Panama Maritime Authority (PMA) with respect to the recognition of seafarers ‘technical documentation issued by other Maritime administration of States Parties to the 1978 STCW Convention, as amended.
  2. The PMA shall recognize by endorsement any Certificate of Competency (CoC) or Certificate of Proficiency (CoP) issued by a country on the list of States Parties to the STCW’78 Convention, as amended, to which the PMA recognizes the Certificates of Competency and Certificates of Proficiency, as indicated in Circular No. DGGM-001, except for the restrictive measure established for in paragraph # 4 of this Circular.
  3. For the purposes of this Circular, the term NON-NATIONAL refers to any person who was not born or naturalized in the country whose Maritime Administration has issued the technical documentation held by the person for endorsement or any other process before the PMA, therefore, there is no link or relationship between the person and the country issuing the document.
  4. The PMA establishes as a restrictive measure that it does not recognize by endorsement or for any other process, the Certificate of Competency (CoC), Certificate of Proficiency (CoP), Course Certificate and Seaman´s Book issued to a NON-NATIONAL person by the Maritime Administrations of the following States Parties:
    1. Belize.
    2. Bolivia.
    3. Cook Islands.
    4. Dominica.
    5. Honduras.
    6. Mauritania.
    7. Palau.
    8. Samoa.
    9. Sin Maarten.
    10. Syrian Arab Republic.
    11. The Bolivarian Republic of Venezuela.
    12. Vanuatu.
  5. The PMA reserves the right to establish requirements of additional supporting documentation as part of the requirements within the process of recognition by endorsement of Certificates of Competency (CoC), Certificates of Proficiency (CoP), Course Certificates, Seaman’s Book or any other documentary evidence. The PMA shall establish the requirement of additional supporting documentation for endorsement or any other process, through the mechanisms determined by this Maritime Administration for such purpose.
  6. The PMA does not recognize, or process seafarers‘ technical documentation issued by the Democratic People’s Republic of Korea (North Korea). The is due to numerous and repeated reports from the General Director of the International Atomic Energy Agency (IAEA) and resolutions issued by the United Nations Security Council (UN). Therefore, because of the Republic of Panama has been a member of the United Nations since November 13th, 1945, it is our obligation to fulfill the established precepts and provisions.
  7. The PMA requests all interested parties to take all necessary measures for due compliance with this Circular.

The Certification Department at the Panama Maritime Authority with the assistance of the Maritime Merchant Consulates directs the review, certifies and issuance of the technical documentations requires for Officers and Ratings that work aboard of Panama Flag vessels.

Currently, our Consulate of Panama in Hamburg, Germany work in collaboration with the Panama Ship Registry technical offices in London, offering our partners-client a greater coverage of our services.
